Some of the executive orders have absurd names so this will not be the last one you’ll see that looks like this.
The purpose of this order appears to be to apply the terrorist label to a few key criminal organizations. It should come as no surprise that it is a few of the known cartels from Central and South America.
Section 1 – Purpose
Utilizing legislation from shortly after 9/11, Trump seeks to designate these groups as international terrorists.
(Do you think that these groups give a shit what we call them?!)
Section 1(a)
These groups pose a national security threat beyond that of traditional organized crime. This is due in part to the following reasons in subsections i-iii.
Section 1(a)i
They knowingly cooperate with other cartels and multi-national terrorist organizations and antagonist countries.
Section 1(a)ii
They utilize guerilla tactics.
Section 1(a)iii
They infiltrate governments all across the West.
As it relates to the United States, it is stated that these organizations rule over our southern border with an iron fist. Their incursions into border territory pose a significant national security risk.
(All of Section 1 is filled with incendiary language intended to scare the reader into believing what is being said.)
Section 1(b)
The order specifically mentions two such organizations by name and alludes to their actions causing havoc and instability across the “Western Hemisphere”.
(There have been several uses of “Western Hemisphere”. It may be an attempt to separate us further from what is traditionally considered as “The West”, which includes many of our European allies. It feels intentional.)
Section 1(c)
A national emergency is declared in order to engage these threats.
(There will be an emergency declared at nearly every turn because it grants the Executive sweeping powers that require zero permission from Congress.)
Section 2 – Policy
The policy of the United States is the same as it was in the wake of 9/11. We don’t negotiate with terrorists. Or rather, anyone branded as a terrorist as a result of this order is considered kill-on-sight.
(There is mention of extraterritorial command-and-control structures and they seem to be referring to bases of operations within the United States. I.e. the supposed stronghold in Aurora.)
Section 3 – Implementation
Section 3(a)
The relevant authorities will make the official designations within 14 days of this order.
Section 3(b)
Within 14 days, plans and preparations will begin to execute the order and remove the designated groups from the country.

(Nothing in this order seems especially new or useful. It just calls out two specific organizations for elimination and sets a timeline for deployment. I have concerns that entire swaths of the population will be tied to these organizations without cause and removed under the guise of national security, but nothing in this order spells that out specifically.)
